After a brief explanation of how the current health care system works, this article reviews those distortions and considers how individuals would respond to the implementation of a universal health care system. Technology evaluation, as an organizational process, is the essential ability to comprehend the values of technologies very soon after they emerge. Meanwhile, the technology evaluation process is inevitably influenced by the firm's industrial context, such as its technological trajectory. This study defines technology evaluation strategy in terms of the processes, methods, and participants involved, and uses this definition as a taxonomy to explore different types of technology evaluation strategies. A survey on the technological industries is conducted to explore types of technology evaluation strategies and their relationships with the advantages of different types of innovation under the effects of different technological trajectories. The survey identifies four types of technology evaluation strategies, namely, those of the flexible executive strategist, the emergent executive intuitionist, the deliberate quantitative strategist, and the deliberate consensual strategist, are identified. This study has found that certain types of technology evaluation strategies have better innovation performances than the others. The patterns of technological trajectories are also found to influence a firm's technology evaluation strategy and the advantages of certain types of innovations. The established explanations of the relationships among the technological trajectory, innovation type, and technology evaluation strategies may guide technology businesses to develop a better technology evaluation capability. This study uses employment data to examine why some industries host more new high-growth firms than others. Using a unique data base of 201 industries over a 15-year period, we find that increases in the proportion of employment of scientists and engineers in industries are positively associated with counts of fast-growing new firms; however, we do not detect a relationship between fluctuations in the proportion of employment in sales and production occupations and counts of fast-growing new firms. The findings suggest that technological innovation is an important determinant of entrepreneurial opportunity. Further, they suggest that private new firms are an important means of organizing commercial innovation and that new firms may be less constrained by complementary assets than has been previously understood. 相似文献

We demonstrate that the Federal Energy Regulatory Commission’s (FERC) regulatory procedures for natural gas pipelines, specifically its rate-refund policy, induces regulatory arbitrage that leads to economic distortions. Specifically, we demonstrate that the rate refund policy causes pipelines effectively to “extort” ratepayers through the addition of economically inefficient capital investment, akin to “gold-plating” investments. We estimate the potential magnitude of this arbitrage impact on ratepayers to be between $400 and $700 million annually. Counterintuitively, however, we demonstrate that the presence of this arbitrage opportunity leads to underinvestment in pipeline capacity, thus negating one of the principal purposes of rate regulation. We further demonstrate that FERC could easily eliminate this regulatory arbitrage by setting the refund interest rate to the pipeline’s as-filed weighted average cost of capital. 相似文献

Organizations are becoming relentless in managing and developing their key talent. This is a view, however, largely based on anecdote rather than reliable empirical evidence. Utilizing data from 260 multinational enterprises (MNEs), this paper helps redress this deficit. Specifically, this paper explores the extent to which MNEs engage in global talent management (GTM) and deciphers some of the factors which may explain the use and non-use of GTM practices. In so doing, we find that although a significant number of MNEs have systems and mechanisms in place to strategically identify and develop their talent many more seemingly adopt an ad hoc or haphazard approach. For instance, less than half of all MNEs have both global succession planning and formal management development programs for their high-potentials. Consequently it seems that there is a considerable distance yet to be travelled to arrive at a universal appreciation of the need to strategically manage one's key employees. We find the size of the MNE has a significant effect on GTM system usage—larger MNEs are more likely to undertake GTM. Other significant, positive influences include whether products or services are standardized regionally or globally, and if the MNE has a global human resources policy formation body. Of considerable interest is the finding that MNEs operating in the low-tech/low-cost sectors are significantly more likely to have formal global systems to identify and develop high-potentials. 相似文献

This article examines conceptions of leadership appropriate for a global mind set. The financial value of triple bottom line investing is highlighted as an example of this trend. However, this approach is shown to be dependent upon a given society's stage of values development, thus an outcome of more advanced society's citizens having already met basic survival needs, supporting access to higher order values. Constructivist developmental theory is explored and the idea of a global mind set is linked to the emergence of world-centric value systems in individuals. A dialogical approach is introduced, along with Theory U, which is examined in more detail as a process or approach that can facilitate world-centric consciousness. This paper empirically assesses the effectiveness of the Bank of Canada's term Purchase and Resale Agreement (PRA) facility in reducing funding pressures, as measured by the CDOR-OIS spread. It examines the behaviour of this spread around both term PRA announcement dates and term PRA operation dates, using an event-study methodology to control for developments in other money markets as well as proxies for Canadian banking sector credit risk. Overall, there is robust evidence that the term PRA announcements reduced bank funding costs at both 1-month and 3-month terms, whereas we find no evidence of an impact from term PRA operations. 相似文献

A rise in population caused by increased immigration is sometimes accompanied by concerns that the increase in population puts additional or differential pressure on welfare services, which might affect the net fiscal contribution of immigrants. The UK and Germany have experienced significant increases in immigration in recent years and this study uses longitudinal data from both countries to examine whether immigrants differ in their use of health services from native-born individuals on arrival and over time. While immigrants to Germany, but not the UK, are more likely to self-report poor health than the native-born population, the samples of immigrants use hospital and GP services at broadly the same rate as the native-born populations in both countries. Controls for observed and unobserved differences between immigrants and native-born sample populations make little difference to these broad findings. 相似文献
